As HSAG’s Chief Medical Officer for HSAG’s Quality Improvement Organization (QIO) program, Dr. Fermazin provides leadership and strategic directions in all clinical and quality improvement work. As the Vice President for Health Policy & Quality Measurement, Dr. Fermazin provides leadership for medical, quality measurement, long-term care, and health disparity aspects of HSAG’s quality studies. She serves as the Clinical Director of a CMS project focusing on National Impact Assessment of CMS quality measures. She is also the clinical lead in a CMS MACRA project to prepare a plan for development of quality measures that will support the new Merit Based Incentive Program and Alternative Payment Model. Dr. Fermazin was appointed to the AHRQ National Advisory Council from 2013 to 2016. Prior to her work at HSAG, she was the Chief of the Office of Clinical Standards and Quality at the California Department of Health Services, which established quality improvement strategies for the oversight of the Medi-Cal managed care program. She also served for 6 years on the NCQA Committee for Performance Measurement, responsible for the development of the Health Plans Employer Data Information Set, now called the Healthcare Effectiveness Data and Information Set (HEDIS®).

Program Description:

The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) was signed into law on April 16, 2015. Under this law, comprehensive changes to how Medicare pays physicians will be introduced. This educational activity will discuss the two paths that physicians have to choose between: Merit-Based Incentive Payment System (MIPS) or Alternate Payment Models (APMs). Along with detailing the purposes of these different tracks, this lecture will cover the Medicare reporting requirements and the changes to how physicians are paid for the services provided to Medicare beneficiaries.
